gnome 42 cannot create workspace by draging window to new workspace

Bug summary
As described in this post Dragging window to new workspace does not allow to create new workspace. To drag one window to another workspace we need to already have a window in a second workspace (at least) and use the workspace overview and drag windows in there.
Before I can move a window to a workspace, I have to go to the next free workspace first (Super+Alt+Right or scroll whell in the activities overview). But even that isn’t enough. I also have to open a new window on that workspace.
Only after doing all that the workspaces overview is back and can start moving windows between workspaces
Steps to reproduce
Install GNOME 42.2 on Ubuntu 22.04.1 - 64-bit
open two windows
press the super key
try to drag one of the two window to the second workspace
What happened
nothing, the window overview came back next to the first one
no new workspace opened and the window kept being displayed in the first workspace
What did you expect to happen
- a second workspace to open
- the application I dragged to be displayed in the second workspace

window dragged on the right (on the new workspace, that highlights)
