Thumbnails in window picker sometimes unnecessarily small
Related to #5001, may be fixed by changes in #3634
In certain cases, the thumbnails in the window picker are very small even though there is plenty of free space, making it unnecessarily hard to distinguish between windows. In the screenshot attached, I have one window (Extension Manager) open but small, 10 maximized Firefox windows, 2 Firefox windows that are long but very narrow, and one Firefox window that is relatively large but not maximized.
The window picker layout algorithm should more effectively make use of the space available.
I'm using Shell 42.2 and Fedora 36.
