Feature request: On screen keyboard: allow change of keyboard layout independent of layout used for hardware keyboard

As a user who wants to type in multiple languages I would like to have the on screen keyboard have a different layout than my physical keyboard so that I can easily type in two languages.
How would you like it to work
I would like to have somewhere a setting e.g. "[x] use different layout than hardware keyboard" that enables this behavior, turned off by default.
When turned on, changing the layout of the on screen keyboard would not change the system wide keyboard layout but would only change what the OSK is displaying.
My use case is for example for learning other languages: imagine I want to use a language learning software to type Greek, Arabic, Hebrew, Ukrainian, ... while I want my hardware keyboard to continue to work normally in my native language, e.g. English. The on screen keyboard can then help me to easily type characters I can't type on my normal keyboard.
This is most likely blocked by bug #5588 (closed).
