"Folders" in app grid appear too big on 2x scaling on a 14' 2560x1440 display and too small on 1x scaling on the same display

Bug summary
Folders in app grid appear too big (covering a large part of the screen and overlapping with the dock on the bottom) on 2x scaling and appear too small (shrinking icons and text) on 1x scaling. The icon size inside the folder is also inconsistent and appears too big on 2x scaling. The problem also seems to exist on 1x scaling on small resolution displays. I'm using the default shell theme with no extensions that would interfere with icon sizes.
Steps to reproduce
- Use a small display resolution, or a high scaling factor
- Open the applications grid
- Drag some icons together to create a "folder"
- Open the folder
What happened
"Folders" inside app picker menu and icons inside them appear too big
What did you expect to happen
Have a consistent folder size on different resolutions (possibly as a percentage of screen width/height) and icons the same size as other app icons in the app picker view
