Top bar menus do not work when a program is in full screen on a secondary display

Bug summary
Menus in the top bar do not work when there's a program in full screen on a secondary monitor. The flyouts simply don't show up after the buttons are clicked.
The attached video shows this very clearly, clicking on the menus works perfectly fine when mpv isn't in full screen on the secondary display. However, putting it in full screen makes the top bar menus on the primary/main monitor stop working.
Steps to reproduce
- Full screen any program on a secondary monitor (tested with mpv and totem, both show the exact same issue).
- Attempt to click on the top bar entries.
What happened
Top bar menus do not show up. Only the activities button works.
What did you expect to happen
Top bar menus should show up.
