Cursor doesn't rotate correctly with portrait monitor

Bug summary
When I have a monitor in portrait orientation, the cursor doesn't always rotate back and forth correctly when transitioning between displays. This results in a cursor that follows the mouse correctly, but has a rotated icon on the screen. This happens when moving to the portrait monitor and when moving away from the portrait monitor if the cursor was in the correct orientation.
Steps to reproduce
- Set one monitor in landscape and another in portrait during wayland session
- Perform some tasks switching between the displays
- At some point either in desktop or activity overview, the mouse cursor icon will be rotated the incorrect direction
What happened
The cursor was rotated the incorrect direction on the screen.
What did you expect to happen
Have the cursor orientation always follow the display orientation.
