A full-screen application on the second monitor makes part of the top panel on the main monitor inactive

Bug summary
A focused full-screen app on a second monitor stops part of the main screen top panel from working. For example, only the bottom third of the keyboard layout switcher icon responds to a click.
Steps to reproduce
- Run full-screen app on a second monitor.
- Put focus on a full-screen app on a second monitor.
- Do not change focus.
- Drag mouse pointer to main-monitor top panel.
- Click on any elements of the top panel.
What happened
Only part of top panel responds on click. For example, only the bottom third of the keyboard layout switcher icon responds to a click.
What did you expect to happen
All of top panel should responds on click. For example, all keyboard layout switcher icon should respond to a click.
