notification/media control opens new window instance instead of current

- Tested only with Spotify (installed as .deb package, following the official website instructions)
Bug summary
When we have either Include applications from the current workspace only or Include applications from the current workspace only selected, and click at a notification (or media control element), instead of opening the window that generated the notification (or is associated with the playing media), it opens a new instance of the application.

Steps to reproduce
- Install an app that has notifications or reproduce media (like spotify)
- Open that app on a workspace 1 and switch to workspace 2.
- On Settings app, go to Multitasking -> Application Switching
- Select either Include applications from the current workspace only or Include applications from the current workspace only
- Do something to generate a notification or activate media control from that application.
- on workspace 2, open the Notification shell and click on that app notification (or media control)
What happened
It opens a new window instance of the app
What did you expect to happen
It should open the (already existing) app window the created the notification (or is associated with the media control)
