Switching from maximized app to another app in overview always stutters [Wayland]

Bug summary
If you have a maximized application and another unmaximized application open on the same workspace, and if your current window focus is on the maximized application, opening the overview and clicking on the smaller application consistently results in a stuttering transition animation. The stuttering does not happen when clicking from the smaller app to the maximized app.
Other observations:
- This does not happen between unmaximized apps
- This only happens in the Wayland session, as far as I can tell
- This happens with no extensions enabled
- This also happens when clicking between 2 maximized windows
- It's most noticeable on higher DPI resolutions. Scaling factor does not seem to matter, it happens on 4k regardless of scaling. It's less noticeable as the resolution is lowered, but still visible to me on 2k
- As potentially helpful side info, this even happens when using the WIP triple buffering MR for mutter (mutter!1441). Since that MR helps with animations on hiDPI displays so much, I thought it might improve the issue but it's even more noticeable there since other animations are much smoother--it makes this transition issue stick out even more.
Steps to reproduce
- Open an app and maximize it
- Open another app
- Focus on the maximized app
- Open the overview
- Click on the 2nd app
What did you expect to happen
I expect the transition animation to be as smooth as it is on Xorg, or as smooth as it is between unmaximized windows.
