Power Off/Restart does nothing when gnome-session is not running

Bug summary
When I click on Power Off or Restart Button, nothing happens.
Steps to reproduce
- I press meta button
- I click on the top right power symbol
- I click on Power Off/Log Off
- I click Power Off or Restart button
What happened
Nothing happens. If I open journalctl with or without --user, nothing appears. Computer do not shut down. The stdout/stderr of gnome shell, redirected to a file do not contains anything interesting.
What did you expect to happen
A power off. In case of problem an error message.
Relevant logs, screenshots, screencasts etc.
I start gnome shell from fish shell with :
MOZ_ENABLE_WAYLAND=1 QT_QPA_PLATFORM=wayland XDG_SESSION_TYPE=wayland exec dbus-run-session -- gnome-shell --display-server --wayland ^.gnome >.gnome
I may not respond quickly to this bug because I am not close to this computer.
