Secondary windows get put behind when switching from the very last workspace to its previous workspace

- Only reproducible on Wayland (untested on Xorg)
- Works when no extensions are used
Bug summary
Having three windows in one workspace and switching from the last workspace to its previous workspace causes and issue where the second window gets put behind, by either swiping with three fingers or using the Super+Pg{Up,Dn} shortcut.
Steps to reproduce
- Place three different windows in the last workspace. This will create a new workspace.
- Simply between previous and next workspaces.
What happened
The second window gets put behind the third window.
What did you expect to happen
The second window is supposed to remain as the second window.
