Global Context Menu Appearing in Local Context

Steps to reproduce
- Right click in the CSD header bar to open the global context menu (minimize, maximize, resize, move, etc)
- Right click again to close the context menu (don't left click anywhere)
- Try to right click in any folder or blank space in the content area and the Global Context Menu will appear instead of the Local Context
Current behavior
After right clicking to close the context menu it seems the Files don't "reset" which menu it should display, thus showing the global context menu everywhere, even in the local context.
Expected behavior
The global context menu should only be displayed if the user right clicks in the CSD header bar and then reset to the local context menu on files/folders space.
Additional information
GNOME session on Wayland using Fedora 34. Tested with both native and nightly flatpak versions of Nautilus.
