Desktop temporarily visible after wake up from suspend

Bug summary
When resuming a system, the previous desktop blinks before the lock screen appears.
According to the last comment in the original issue https://bugzilla.gnome.org/show_bug.cgi?id=753678#c54 this is caused by screen power management dpms
and a race condition within the systemd pre suspend scripts.
Steps to reproduce
- Suspend the system.
- Wake the system.
What happened
See the original state of the desktop with possibly private data for a blink of an eye.
What did you expect to happen
The screen should be locked before entering standby, and thus not be visible at resume.
