Changing the resolution while in the activites overview changes to the desktop view

Only tried on Wayland so far (in a virtual machine)
Bug summary
I'm unsure of gnome-shell or mutter is the correct place for this, or if it's a feature (?), but since the GNOME 40 redesign it feels odd.
If the user is in the activities overview and the resolution changes, the view switches to the desktop.
Note that the scenario in which I found this was booting a VM in GNOME Boxes, then quickly logging into a user account before Boxes has sorted out the resolution. GNOME Shell would show the activities overview then after 1 second switch to the desktop view which I found odd. I then managed to identify that it was down to the VM still negotiating resolutions.
Steps to reproduce
- Open GNOME Shell to the activities overview
- Change the resolution (eg if using a VM resize it)
- Notice that we switch to the desktop view
What happened
After the resolution change the view switched from the activities overview to the desktop.
What did you expect to happen
At step 3 to remain in the activities overview.
