[Usability] Show mnemonics on press of menu key

Bug summary
When you press the physical context menu button on the keyboard, the context menu opens. However, mnemonics are not highlighted until you press e.g. the down key.
Steps to reproduce
- {Open Nautilus and select some files} or {open GNOME settings and press Ctrl+F}.
- Press the menu key. -> The context menu opens and has no mnemonics underlined.
- Press the down arrow. -> The first entry of the context menu is highlighted with blue background. Mnemonics are underlined for every entry.

What did you expect to happen
Mnemonics should be highlighted immediately when the physical menu key is used to open the context menu because one can expect that the user would like to continue to use the keyboard and not grab the mouse.
When the user right-clicks with the mouse to open the context menu, mnemonics should not be highlighted immediately.
