When resizing a window that's overlapping the panel, the window is moved to the side

Bug summary
When resizing a window that's overlapping the panel to the left, the width is set to the minimum and the window is moved to the left edge of the screen. The issue doesn't happen when resizing the window with Super+middle click
Steps to reproduce
- Open any window
- Move it under the panel
- Resize it on the left side
What happened
The width of the window was set to the minimum and the window was rapidly moved to the left edge of the screen
What did you expect to happen
The window should've been resized and the position unaffected
