Steps to reproduce
What happened
Windows opening and being pushed down below a non-existant top bar when on a secondary display where no top bar is present. Windows being moved up to the space should not have resistence to move up due to being on the edge adjacent to the primary display where the top bar is present. (Xorg)
What did you expect to happen
Windows open without issue to Y geometry of 0~64 (however many pixels tall the top bar is), and can be moved up to those Y coordinates without resistance. (Xorg)
Not force windows below the non-existent top bar on secondary displays in Xorg, by geometry or resistance.
