wayland: fallback cursors are blurry when using fractional scaling

If you enable fractional scaling, in some cases, when the shell loads its own cursor instead of the one provided by a client, the cursor gets upscaled instead being loaded in hi-def as intended and persists being blurred until you move it. The cases I could find are:
- When the shell first loads
