Top row with a single small window in 2 row layout overview can leave a visual gap at the top

Bug summary
The vertical layout of the application windows in the overview is incorrectly centered for two or more rows. There is (1) excessive space above the first row and (2) the tool-tips for the last row overlap the dash. (#4874) Also, the tool-tips for the dash are placed too high and look disconnected from their parent object. (#4686)
The first two issues were introduced in version 40.1, not sure whether the third issue previously existed.
Steps to reproduce
Open enough applications until a second row of windows is displayed in the overview.
