In Restart prompt, keyboard focus be lost when showing "Boot Options"

Bug summary
The shell prompt that appears upon selecting the Restart action allows keyboard access, by giving keyboard focus to the "Cancel" button. However, if focus is given to the "Restart" button (by pressing Tab or the right arrow key), and Alt is pressed to turn it into the "Boot Options" button, keyboard focus is lost and can't be brought back.
Steps to reproduce
- Select Restart from the Overview or the system menu
- Once the shell prompt for confirming the restart appears, press Tab to put keyboard focus on the "Restart" button
- Press Alt
What happened
No button in the prompt has keyboard focus anymore.
What did you expect to happen
Keyboard focus should be given to the "Boot Options" button.
Relevant logs, screenshots, screencasts etc.
Other issues
- Pressing Esc should dismiss the dialog, but it doesn't work when no button has keyboard focus.
- Keyboard focus is also lost when holding Alt and tabbing onto the "Boot Options" button, then letting go of Alt.
