Lock Screen flashes on resume from suspend

Steps to reproduce
- Install Fedora 34 Workstation
- Log in to GNOME shell
- Suspend laptop by closing the lid (or from the UI)
- Open the lid of the laptop or use the power button to resume
- Observe the lock screen appear briefly, then disappear. The display will turn off again but the laptop remains awake.
What happened
Lock screen briefly flashed on, then the display blanked, upon wake from suspend
What did you expect to happen
Lock screen to stay on for a short while before blanking the display again
