Glitchy scrolling in application windows in GNOME 40

Bug summary
Scrolling after upgrading from GNOME 3.38 to GNOME 40 has become glitchy. Specifically, scrolling in one direction continuously using the scroll wheel results in inconsistent scroll speed, some stuttering, and occasional "bouncing" in the opposite direction. This has been produced in applications like Chrome, zathura, and even the GNOME settings test.
Furthermore, scrolling repeatedly in one direction after reaching the top/bottom of a page inconsistently results in "bouncing" (see screen recording). In the first part of the video, I was repeatedly scrolling upward, and sometimes the page jumps down before jumping back up. Scrolling downwards yields some stutter before I reach the very bottom of the page, in which the same "bouncing" problem is seen but in the opposite direction.
This can not be reproduced when using arrow keys or the scrollbar to scroll.
