Keyboard navigation of windows in overview

Bug summary
GNOME 3.12 implemented keyboard navigation with cursor/arrow-keys inside the overview. It still works within GNOME 40.0 but requires to hover a window thumbnail with the mouse to gain focus - not what you want with keyboard navigation.
Steps to reproduce
- Open some windows
- Super
- Ensure that your mouse doesn't hover a window thumbnail coincidentally
- Press ↓ to move focus from command entry to windows
- Press any arrow key ←, ↓, ↑, ↑ to select a window
What happened
Steps 4 doesn't work, nothing happens.
What did you expect to happen
After pressing the ↓ key the focus shall move from the command entry to the windows in overview below, the arrow keys should then select the desired window according to the spatial presentation.

Probably we just miss the necessary way to move the focus from the command entry to the windows? Here is a video of how keyboard navigation actually works within release "3.38", the mouse not used: arrow_selection
Also the navigation with Alt + Tab is broken within the overview, it only jumps between the first and last window. Regular keyboard interaction with entering application names to select windows works fine.
