"Activities" text in top bar shifts when an app with a long name is focused in a small portrait screen

Bug summary
It appears that if the app name is too long to fit between the clock and the Activities buttons in the panel (say System Monitor in this case) the text of the Activities button gets shifted to the left, while the clock stays where it is. When highlighted, the size and position of the Activities button stays the same.
Steps to reproduce
- Open a GNOME OS VM and resize the screen to 640x960
- Open System Monitor (or another app with a name long enough to trigger the bug)
What happened
The text of the Activities button gets shifted to the left.
What did you expect to happen
The activities button should remain unchanged.
Relevant logs, screenshots, screencasts etc.
The normal appearance is the first picture, while the bug is shown in the second.
