Attempting to swipe up to bring up the OSK can result in unintentionally focusing windows

Bug summary
I'm unsure where exactly to report this bug, but I'm going to go with gnome-shell for now, though there's a good chance this belongs elsewhere. I know this also occurs in GNOME 3.38 and 3.36, and is also unintended behavior there. But attempting to bring on the on screen keyboard to type in a window floating above a fullscreen window causes the fullscreen window in the back to become focused, obscuring where the user intended to type.
Steps to reproduce
- Fullscreen any window.
- Open a new window floating above the fullscreen window.
- If using a 2-in-1, convert the laptop into tablet mode.
- Tap a text field in the floating window.
- Swipe from the bottom to bring up the on-screen keyboard.
What happened
The window below became focused, and the window previously focused becomes completely obscured.
What did you expect to happen
The keyboard was to come from the bottom, and the floating window was to stay focused.
