Removal of g-i-s 'first login' mode means new users have no opportunity to set input method
The removal of the g-i-s 'first login' mode in GNOME 40 (only the 'create first user' mode remains) means that user accounts not created by the 'create first user' flow - so, user accounts created during system install (still possible in Fedora network installations) or after system install - have no opportunity to configure an input method.
This is particularly a problem for true 'input methods' as for CJK languages, as these are not typically configured by system installers. A new user on a Japanese install just has a US keyboard layout to work with, they have no way at all of inputting Japanese characters. It seems like a downgrade to require them to navigate to settings and configure it there, compared to it being right in the 'first login' flow they saw right after login before.
