Gnome shell unnresponsive to mouse input when unplug monitor

This issue has been happening for some time now (Gnome 3.38 ? Maybe before ?).
Bug summary
External display unplug/plug while off causes mouse input to stop working on system dialogs.
The activities menu & the top bar & full screen dialogs (root password input / display resolution confirmation dialog) are unresponsive to mouse input. They otherwise work perfectly fine with the keyboard. All other mouse inputs are fine (I can switch workspace with the 3 fingers gesture), touch inputs behave the same as the mouse inputs.
Steps to reproduce
Only happen sometimes:
- Connect external display, enable fractional scaling
- Lock laptop / turn display off
- Unplug & replug external display quickly
What happened
Mouse input doesn't work anymore in system dialogs / activities menu

Nothing out of the ordinary
Relevant logs, screenshots, screencasts etc.

gives me a lot of {DATE} {LAPTOP_NAME} gnome-shell[1311]: value "nan" of type 'gdouble' is invalid or out of range for property 'value' of type 'gdouble'
