When disabling tap-and-drag, taps in status area menus are no longer recognized

Bug summary
If tap-and-drag is set to false, I'm unable to tap on items in the “status menu” (please see attached screen recording). I use a Lenovo Thinkpad T480s with an Elan touchpad. The problem has only been occurring for some time (about 2 weeks).
Steps to reproduce
- Enable tap-to-click and disable tap-and-drag via dconf
org.gnome.desktop.peripherals.touchpad tap-to-click true
org.gnome.desktop.peripherals.touchpad tap-and-drag false
- Tap on status area in the top bar
- Try to tap on a subitem, e.g. Bluetooth On/Off

The clicked submenu does not open
