Click Assist: secondary simulated click acceptance delay ignored on the desktop and in 'show applications'

Bug summary
If you enable Universal Access -> Click Assist -> Simulated Secondary Click the "Acceptance Delay" setting is not working correctly on the desktop. It works well within applications but on the desktop the right click menu is triggered immediately
Steps to reproduce
- Go to Settings > Universal Access > Click assist
- Enable " Simulated Secondary Click"
- Close the window and go to an application (e.g terminal). Hold down the primary button and observe that after expected 'acceptance delay' right click option is getting triggered
- Go to Desktop (or also seen in "Show Applications")
- Hold down primary button for an application and observe that the right click menu is triggered earlier than the expected
