notifications list / weather widget's invisibly extend outside their scrollviews and capture clicks/scroll events

Bug summary
If you overflow the ScrollView that holds the notifications/messagelist, the internal actor's overflow will still be able to receive scroll/click events.
This makes it seem like the clock menu doesn't want to close, but in reality your clicks are being caught in the messagelist invisible overflow. This happens on the top and bottom of this widget. The same can be seen on the today/weather widgets to the right, if you fill them so that they overflow their ScrollView.
