Window tile state is not preserved across reboots

Bug summary
While the window position and size is preserved across reboots, window tile state isn't. I have two chat windows tiled on my second monitor, and after a reboot they start up in the same spot, but are no longer tiled. If I want to resize them I have to either resize both of them manually (whereas if they were tiled their size would "synchronize") or re-tile both of them and then resize.
The particular windows I'm experiencing this with are Telegram and Discord from FlatHub, so both XWayland clients running in the Wayland session.
Steps to reproduce
- Open two apps and tile them left and right, then perhaps resize them a little.
- Reboot and open the same two apps.
What happened
The windows have the same position and size but are no longer tiled.
