Background application windows flickering with normal usage

Bug summary
I am noticing apps flickering often Ubuntu 20.04. This happened to me occasionally in Ubuntu 19.10, but it is much more present in 20.04. It's generally not the focused window, but other unfocused windows in the background. Sometimes they just flicker for a second or two, then to back to normal. Other times its like Ubuntu doesn't know the z-index of the windows and will flicker two background apps on top of each other for a few seconds then stop. Sometimes it's a little more subtle, like the active application window's shadow getting much darker when mousing over a UI element. -- This is not the full screen flickering; it is background application windows flickering.
I know it's beta and the team did a ton of UI work to make the UI feel faster and smoother, so this isn't that unexpected. I didn't see a bug or conversation started yet on the topic, hence this issue.
Steps to reproduce
I haven't found specific triggers for this yet, but will update the issue if I can reliably reproduce it.
