Change the bluetooth status string to compatible with the rest of gnome-shell

Bug summary
When the wi-fi is off, in the shell-menu it appear as „Wi-Fi is Off”.
Unlike the wi-fi string, when the bluetooth is off, in the shell-menu it appear just as „Off”.
I think we should needs to change it to „Bluetooth is Off”, to make it compatible with the wifi status (and also the night-light when it on and so on).

When bluetooth is off, in the shell-menu it appear just as „Off”.
What did you expect to happen
When bluetooth is off, in the shell-menu it should be „Bluetooth is Off”.
