Shell ignores Sticky wm state flag in overview mode
If I read the specs correctly a window with _NET_WM_STATE_STICKY flag on should always stay on the same position in the screen to create the illusion the window is actually stick to the glass (think of a real postit note on it)
"_NET_WM_STATE_STICKY indicates that the Window Manager SHOULD keep the window's position fixed on the screen, even when the virtual desktop scrolls."

Unfortunately it looks like the shell ignores the flag in overview mode
