gsd-night-light.c: Fix night-light transition time

Nishal Kulkarni requested to merge nishalkulkarni/gnome-settings-daemon:nightlight_transition_fix into master

Currently the transition to switch night-light on or off starts 1 hour before the set time. This behavior makes it look like the timer is off by an hour.

The fix defines the times as mid-points of the transitions. The transition starts half an hour (or the value of smear/2) before the specified time. Transition ends half an hour (or the value of smear/2) after the specified time.
