Add a way to handle Wireless WAN

It would be nice to have an API to handle on/off state of WWAN. This is not about handling wwan devices (See #70 (closed)), but simply turning wwan on and off via rfkill API.

Patch incoming

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
