external monitor doesn't work after docking under F27 - but worked fine under F26

Description
I have a Dell Latitude E7440 laptop. When I bring it to work from home, I get to plug it into a docking station: giving me a bigger monitor
Under F26, my sleeping laptop would be plugged in (screen closed), I'd press the pulsing power button and the external monitor would liven up and away I'd go
Ever since upgrading to F27 that no longer works. Now when I press the power button, I can see from the rapidly blinking disk light the laptop has that it wakens up - but it then rapidly decides (I'd guess) the lid's still closed and goes back to sleep again - the external monitor never livens up
If I open the laptop lid a bit, then everything works. If I have the "Display" settings set to "single", the external monitor works and the open laptop display is black - and if I click on the other monitor (both show up), then I can reverse that. Choosing "Mirror" also works - and I've never cared for "Join Displays". ie it all works as expected when the laptop lid is open, but close the lid, and I cannot ever use the external monitor.
It's fully patched Fedora-27- none of the kernel updates since I moved to F27 a few weeks ago have helped - it has worked properly since
BTW, I first submitted this via Redhat/Fedora's bugzilla (#1525752), they told me to put it in over here
