CTRL+ALT+letter keyboard shortcuts cannot be set

Description
Trying to set any CTRL+ALT+<some letter>
keyboard shortcut doesn't work. When you go to gnome settings and then keyboards and try to set a custom shortcut (or redefine an existing one), you can change name or command, but trying to enter a new key combination like I say, nothing happens as if you didn't press anything at all. When you try to use CTRL+<some letter>
or ALT+<some letter>
, it works. This is really annoying as a lot of my shortcuts are in this form. Some existing shortcuts are like CTRL+ALT+META+<some letter>
, but I have no idea what the meta key is so there is no way of using these shortcuts.
