Add Before dependency of manager at gnome-session@.target

This solves a problem found at gnome-shell!3134 (merged).

When opening a new session, if there's already a conflicting session opened, the conflicting might be stopped and a new one started. With this new functionality, it has been found a systemd conflict error when stopping and starting gnome-session-manager@.service.

This fixes it.
