Two attempts needed to logout/reboot/shutdown in Gnome

Description of problem:
I use Fedora 38 and 39 with Gnome on two computers (both made by Lenovo), but I used to have the same issue in Fedora’s previous iterations. When I click on the shutdown button in Gnome’s upper panel and, next, choose to restart, power-off or lo-out, nothing happens. The corresponding dialog does not appear. But if I repeat the clicks, the dialog does appear.
This issue is quite stable, it is always there.

It may be important: both me and the other user who reported the issue use disk encryption. My /home and / are ext4 partitions encrypted with LUKS/LVM.

Steps to Reproduce:
- In Gnome, click on the upper-right segment of the main panel.
- Click on the power button.
- Click on restart/power off/log out.
- Nothing happens.
- Repeat steps 1, 2, 3.
- At a second attempt, the restart/power off/log out dialog appears.
Actual results:
No restart/power off/log out appears.
Expected results:
Restart/power off/log out dialog does appear.
