meson: Add option to disable rdp clipboard support

This requires libfuse-3 which may be kept as an optional dependency in the environments where this may not be available, so add an option to disable it

For example, we need this in ubuntu and discussing with @jadahl he suggested that could be upstreamed... So here it is.
