Make enabled backends a build time option

Jonas Ådahl requested to merge jadahl/gnome-remote-desktop:wip/backend-options into master

This replaces the 'unicode' meson option, with two global 'vnc' and 'rdp' options that fully turns off either one of the backends if wanted. One cannot turn off both at the same time.
