Should act as a viewer too

Description
Currently there is no option to open an image directly in Gnome Photos.
So in case I have an image, I want to be able to open on Gnome Photos directly from file manager or terminal, edit it (eg a crop) and save it.
I'm not sure this is an actual bug, since Gnome Photos only handles files on certain folders.
I just leave this bug here as there was a discussion in Fedora for making Gnome Photos a default image (viewer) application.
