        (panel_applet_lock): make the remove item insensitive if
        locked.
        (panel_applet_create_menu),
        (panel_applet_register): keep track of the remove item.

        * panel-applet-frame.c: (panel_applet_frame_sync_menu_state):
        make the remove item insensitive if locked.
