help-overlay: Hide shortcuts for switching map type

Marcus Lundblad requested to merge wip/mlundblad/disable-maptype-shortcuts into master

As we have disabled the aerial tiles, hide these shortcuts from the overlay. But keep the definitions so we can keep the strings translated when enabling these when we get aerial back.
