"Maps is offline" should not disable Maps entirely
Currently a loss of network connectivity causes maps to replace the map view entirely with an "offline" message.
This prevents:
- even seeing the tiles that were already visible/rendered at the point of connectivity loss
- viewing any locally cached mapping
Additionally, if Maps is using the general GNOME connectivity checker, if there's a problem with the connectivity test endpoint (instead of a real connection problem), Maps would stop working as well.
An info bar would be a better approach for these reasons.
