Allow enforcing encryption policy for pluggable storage

Description
It's possible in Windows via group policy to enforce that unencrypted USB keys are mounted read-only and only encrypted keys can be written to.
For the purposes of self-safety and enterprise support it would be desirable to set the same sort of behavior in Gnome Disks via dconf - specifically, mount USB/removable storage as read-only (unless Administrator override is used) and only offer encrypted storage options for formatting USB keys.
