Is the background transition clock ahead by 1 hour?

Issue: I think that the clock that gnome backgrounds uses for transitions is ahead by an hour.
Description: I created a set of 12 backgrounds that are images of the numbers "1", "2", "3", ..., and "12," and I set the background xml file so that each number is displayed for 1 hour at the corresponding time (e.g. the image "2" at 2 PM). The idea is to compare the time to the number displayed on the background to see if the times match.
What I'm seeing is that the number displayed in the background is ahead by 1 hour. For example, the "8" background shows at 7:00 and 7:30 PM.
I don't know why this happens. I don't think this repo is the cause --- I don't see any source code here, but I don't really have a good idea for what to try next. Maybe it's a cinnamon issue...
At any rate, I'd like to hear your opinion.
I've attached the background files I used. I stuck them in /usr/share/backgrounds/timed and set the background via dconf (dconf write /org/cinnamon/desktop/background/picture-uri "'file:///usr/share/backgrounds/timed/clock-timed.xml'"
) because cinnamon's background application doesn't show the timed xml files.
