background: Scale background images to window scale

Closed Mohammed Sadiq requested to merge pksadiq/gnome-control-center:wip/sadiq/bg-panel into master

The GdkPixbuf generated via GnomeBG isn’t scaled to the current scale factor. We have to scale it ourself before creating an image widget from that.
