Generate default user images and round them all

This code has been copy-pasted from gnome-initial-setup!9 (merged), where it has been already reviewed.

We will need a UI freeze exception before merging this. So once (and if) a reviewer/maintainer authorizes the merge, I will file the UI freeze exception request.
